With the website of the Biciplan 'Cambio', a new project comes to light in March 2023, the result of the consolidated collaboration between the Metropolitan City of Milan and YouCo, Your Company for Innovation.

The creation of the website cambiobiciplan.it is fully part of the digital transformation projects for the Public Administration, which are processes that, through the adoption of digital technologies, enable significant improvements in the delivery of services by public administrations and in the relationship between them and citizens.
The Cambio project of the Metropolitan City, financed by the European Union as part of the NextGenerationEU measures, sets ambitious goals.
In qualitative terms, the aim is to promote cycling as the fastest, safest, most attractive, and sustainable mobility option. In quantitative terms, the goal is to ensure that by 2037, bicycles are used for 20% of trips within the municipality and 10% of inter-municipal trips.
The role of the website
For these objectives to be achieved, with consequent benefits in terms of environmental protection, safety, and sustainable economic development, it is necessary that the realization of the required infrastructure goes hand in hand with ever-increasing citizen participation.
In this perspective, the cambiobiciplan.it website created by YouCo plays a fundamental role and performs two essential functions:
- it presents citizens with a transparent and constantly updated picture of the planned, initiated, and progressively completed works;
- it prefigures the extraordinary network of cycle paths and services that we will be able to use, stimulating the public, starting with enthusiasts, to take an interest in and promote the project.
The importance of transparency
In this initial phase of design and progressive opening of construction sites, the website is first and foremost a tool for transparency, constantly informing stakeholders and citizens in general about the project’s evolution and how public money is being spent.
It’s not just about fulfilling an institutional duty of accountability: transparency, understood as the possibility offered to the community to know, understand, and contribute with suggestions and criticisms, is what begins to make a public work truly public.
The greater the awareness of how a work was created, the greater the care the community will have for that work in the future.
The sections and functionalities
The website, in Italian and English, complies with all accessibility requirements for the PA and is divided into 5 sections:
- Vision and objectives 2037, where the project’s goals and the extent of benefits for the community are reported;
- Documents and Resources, where anyone can download and consult all the documentation related to the project, from the territorial planning document to the technical details of individual lines;
- Lines and routes, where it’s possible to discover everything about the 20 lines and 4 greenways planned:
- News and media, the section constantly updated with news, events, and all initiatives related to the project;
- Interactive map, where it will be possible to see the route and photos of the lines as the construction sites open.
